Toolbar tools now use custom tooltips instead of native title. Each tool
shows a small, theme-aware label pill above the button, with a short delay so
sweeping across the toolbar doesn't flash a trail of labels, and it dismisses
on click or leave. New --bg-tooltip/--text-tooltip tokens back it in both
themes; aria-label is retained for accessibility. Removed the redundant
native title from the shapes-flyout tiles (they already show captions).
